Massachusetts General Law Chapter 21E was enacted in 1983 and required that the Massachusetts Department of Environmental Protection (MDEP) ensure permanent responses to releases of oil and hazardous materials to the environment and that those who are legally responsible, either conduct the necessary response actions to clean up the release or reimburse the Commonwealth for its cost to complete the clean up. To address the requirements of Chapter 21E, the MDEP developed and implemented the Massachusetts Contingency Plan (MCP), which created a phased approach to the assessment and clean up of all new and historic releases of hazardous materials and oils within the Commonwealth.

NCA provides services in all phases of assessment, remedial design, remedial oversight and site closure in accordance with the MCP for property owners with liabilities under MGL Chapter 21E. NCA staff have also been licensed by the Board of Registration of Hazardous Waste Site Cleanup Professionals as Licensed Site Professionals (LSP) since the programs inception in 1993. Over the past several decades NCA has overseen the assessment, remediation and closure of a wide range of hazardous materials and oil release conditions and have the ability to ensure cost effective and timely solutions that address our clients’ needs and all regulatory obligations under the MCP program.  The following is a brief summary of some of the types of projects completed by NCA in accordance with the provisions of the MCP.
